The ICT/Operations Center has four subunits: The Information Technology Unit, The Digital Forensics Unit, the Communications Department and the Electrical Department

The Information Technology Unit (ITU):

Responsibilities:

  • Computer systems management
  • Installation and maintenance of the RGPF internet and telephone systems
  • Technical repairs and upgrades to computers and printers
  • Operational management of information systems including; Driver’s License Database at Inland Revenue, Immigration’s Border Management System and CRO’s Automated Fingerprint Identification System (AFIS)
  • Online platform maintenance which includes the RGPF’s website, Facebook and Twitter accounts
The Information & Communications Technology Department (ICT) has three broad umbrella functions of; information technology management, communications and electrical installation and maintenance. The unit is managed by ASP Wayne Wilson, with second in line responsibility undertaken by Inspector Allan James. The staff compliment currently stands at 22; 1 ASP, 1 Inspector, 1 Sergeant, 4 Corporals, 8 Constables, and 7 civilians. The subdivision of responsibilities for each unit within the department falls under three specialized areas.
 
The Information Technology Unit (ITU) has three primary functions; computer systems management, online platform maintenance and digital forensics investigations. The computer systems management aspect entails the installation and maintenance of the force-wide internet and telephone systems, daily technical repairs and upgrades to computers and printers, operational management of information systems including; Driver License at Inland Revenue, Immigration’s Border Management system and CRO’s Automated Fingerprint Identification System (AFIS). Currently, the Force has online presence through its website (www.rgpf.gd), Facebook and Twitter. These sites provide relevant and up to date information to the public domain on activities and news distributed by the Community Relations Department and other information deemed as public knowledge. All pages are updated and maintained by the department. In addition, the internal information platform or Intranet which provides publications of Force materials. The third core function of ITU is digital forensics investigations and analysis. Digital Forensics investigations demand has increased in recent times due to the proliferation of devices being used in or aid in incidents on a daily basis. Digital forensics investigations are conducted on a number of devices including; cellular phones, tablets, computers and other digital storage media.
 
The communications unit, or commonly called radio room, is responsible for receipt and dissemination of telephone and radio communication throughout the force. This unit operates 24/7 providing a bridge between the public and the police. A typical daily routine will involve routing calls to stations and branches, disseminating messages utilizing both call and chat platforms, and providing direct link to emergency services where needed. The communication unit still remains the brain of the RGPF even in the absence of a fully functional radio communication network.
 
The electrical is the final component of the mix. This team has evolved from just replacing fixtures to full installation, electrical reconfiguration and continuous maintenance of electrical infrastructure within stations and departments. The team has also assisted the Fire Department in their preliminary fire assessment. The team has also taken the initiative to promote economic usage of electricity by converting current fixture to accommodate the new and improved LED solutions.

Government House

Government House

Responsibilities:
  • Provision of security for the Governor General
  • Provision of security and sentry duties at Government House (governor general’s residence)
  • Other security related duties
  • Supporting the Governor General as she carries out state functions
  • To attend to the Governor General at all official functions both home and away from Government House.
  • Receive Ambassadors and High Commissions on presentation of their Credentials.
  • Receiving and announcing guest to Government House and ensuring they are entertained and seeing them off.
  • To hold staff meetings from time to time and also make checks on station diary, firearm register and all other log books associated with the operation of Government House.
  • Supervise and co-ordinate duties with both the Police and Civilian staff.
  • Ensuring Government House is properly maintained.
  • Co-ordinate arrival and departure of the Governor General to all official functions.
  • Organize both Itineraries and co-ordinate protocol activities.
  • Any other duties as may be assigned by the Governor General from time to time.

Functions of the Department:
  • To provide 24 hour Sentry Duty at Government House.
  • To provide security with service to and from functions to the Governor General.
  • To assist with service whenever there are functions at Government House.
  • Ensuring that there is always a safe environment for the Governor General.
 
Services Provided:
  • Reading of the Throne Speech which is in effect an outline of the Government’s proposed legislative programme for the immediate years ahead.
  • Investing those persons who would have been honoured for outstanding services to the country.
  • Accepting the credentials of Ambassadors accredited to Grenada.
  • Receiving overseas dignitaries who pay courtesy calls on the Government.
  • Participating in important roles in National Celebrations.
  • As ceremonial Head of State, lending support to Non-Governmental Organizations and other institutions of the country.
  • Attending and addressing conferences, school graduations and other important meetings.

Drug Squad

  • Intelligence-gathering on illegal drug trade
  • Enforcement of Grenada’s Drug Abuse (Prevention and Control) Act
  • Reduction and prevention of illegal drug use and supply
  • Collaboration with regional and international law enforcement agencies on drug matters
Established on the 1st of July 1990, Drug Squad was created primarily to deal with the vast increase in the cultivation of cannabis on the island, and subsequently, to deal with both cannabis and cocaine originating out of South America. Retired Detective Inspector 352 Joseph CYRUS became the first Head of Drug Squad.
 
Two years later, Grenada saw the introduction of a new legislation, the Drug Abuse (Prevention and Control) Act 1992, which was later amended in 2002. This act not only deals with cannabis and cocaine, but all other substances listed under the 1961 UN Single Convention as amended by the 1972 Protocol and 1971 UN Convention on Narcotic Drugs and Psychotropic Substances. This Act became the ‘Bible’ under which the Drug Squad operates and later The Proceeds of Crime Act 1992, which was amended in 2012, and then the Money Laundering Act 1999 (amended in 2001 and 2002), which deals with monies and other assets derived out of offences listed in the Drug Act.
 
In 2004, after the passage of Hurricane Ivan, the Drug Squad became an independent Department, of the Royal Grenada Police Force, headed by Supt Edvin MARTIN.
 
Today, the Drug Squad continues with its mandate, broadening its scope in terms of operations and investigations, while collaborating with regional and international law enforcement agencies on drug matters.
